What are the limit to youtube uploads?

Hi,

This is simply a question while I was creating a plex account. What are the limits to a non-partner or account with little to no subscribers?
What's to prevent people from uploading like 10,000+ videos onto youtube as unlisted or private and making that their own Plex without having to waste your own resources?

Please help.
